Legislators have expressed diverse opinions regarding the Office of the Prime Minister’s (OPM) request for sh47 billion in the Financial Year 2024/2025 to support affirmative action programs. The request, detailed in a report by Parliament’s Committee on Presidential Affairs on the national budget framework paper, aims to facilitate affirmative action programs for improving the livelihood and welfare of identified areas.
Affirmative action involves policies designed to increase opportunities for underrepresented groups, whether in workplaces or educational institutions. The report highlights specific funding gaps in interventions for improving livelihoods in various regions, including northern Uganda, Busoga, Teso, Bunyoro, Luwero-Rwenzori, and Karamoja.
However, the request faced criticism from some legislators, particularly those from Northern Uganda. Ojara Martin Mapenduzi of Gulu West suggested that instead of allocating more funds, the budget committee should reduce the OPM budget, citing concerns about the office’s track record. He expressed skepticism about ongoing issues and alleged mismanagement, referring to past incidents involving the Peace Recovery and Development Plan (PRDP), iron sheets, and procurement of substandard goods.
Mapenduzi questioned the clarity of the requested funds, specifically asking about the Northern Uganda Social Action Fund (NUSAF). He emphasized the need to address existing issues before allocating additional funds.
Moses Aleper from Chekwii Country raised concerns about the absence of budgeted funding for NUSAF-4 in the committee’s report. He highlighted the President’s commitment to the NUSAF program and urged the committee to explain the lack of allocation for NUSAF-4, stating that it plays a crucial role in regional development.
Moses Goli Ogwal added information from his interaction with the World Bank, stating that funds for NUSAF IV are available. He noted that the World Bank has $250 million as a loan and $40 million as a grant for NUSAF IV, awaiting Cabinet approval and signing.
The legislators urged the committee to reconcile with the finance ministry and provide clarity on the status of NUSAF-4 funding.
