URA Granted Budget Approval for 1,278 New Hires

Parliament has given its approval for the Uganda Revenue Authority (URA) to receive a budget of Sh167.88 billion to recruit 1,278 new staff members. This allocation aims to support URA’s domestic revenue mobilization strategy, ensuring effective implementation.

During the consideration of the budget committee report on the National Budget Framework Paper for the financial years 2024/25 to 2028/29, Kachumbala County MP Patrick Isiagi Opolot presented the report, and the House, chaired by Deputy Speaker Thomas Tayebwa, endorsed the proposal.

The House recommended allocating Sh55.96 billion in the next financial year (2024/25) and the remaining Sh111.92 billion across the medium term to facilitate the recruitment of new staff and enhance revenue mobilization efforts.

URA Commissioner General John Musinguzi, in January, informed the budget committee that a structural review was underway to improve organizational efficiency and address long-standing issues. He emphasized the need to recruit additional staff to fulfill URA’s mandate and tackle revenue leakages.

In the 2024/25 financial year, URA is allocated Sh619.989 billion, with Sh253.495 billion for wages, Sh321.174 billion for non-wage expenditure, and Sh45.320 billion for development expenditure.

Additionally, Parliament recommended providing Sh9.16 billion in the next financial year and the remaining Sh22.348 billion across the medium term to enable URA to develop an oil and gas monitoring system. This system aims to modernize URA’s approach to managing oil and gas information, anticipating the sector’s projected developments.

Despite Uganda expecting its first oil in the financial year 2025/26, URA currently maintains oil and gas records manually. The proposed funding will support the development of an efficient monitoring system for the oil and gas sector.
