Gulu DRDC Issues Stern Warning: No Funds Returning to Central Treasury

No returning money to the central treasury, Gulu DRDC warned

The Deputy Resident District Commissioner of Gulu, Mr. Cosmas James Okidi, sounded a tough warning to Gulu District technical staff on Tuesday, 9th April 2024, against returning money to the treasury meant for delivering services in the district.

Cosmas James made the revelation while on Radio Rupiny 95.7 FM in Gulu City, where he presented lists of various development projects for the financial year 2023/2024 across all departments.

“I am reading these projects for you so that you can supervise and monitor their implementation and report shoddy work under your areas of jurisdiction,” urged DRDC Cosmas to leaders and communities of Gulu District. “I further appeal to you to embrace collective monitoring of government programs to realize better service delivery.”

The office of RDC has realized that some projects/work have not yet been awarded to service providers, and sites handover has not been done, yet we are left with only one month before the closure of the financial year.

“The late awarding of contracts is likely to result in shoddy work, which is never acceptable and is punishable by the law of the land.”

“I, therefore, direct the office of the Chief Administrative Officer (CAO) to display all the lists of service providers with the work awarded to them before the close of business this week. This will enable various stakeholders to monitor their work.”

On the other hand, the Deputy RDC directed all local leaders, i.e., sub-county, parish, and village bosses, to arrest any straying animals left unattended to.

“Many farmers have started planting, while other crops have already grown. Therefore, cattle keepers, goat owners, pig farmers, etc., must control the movement of their animals without trampling on crops.”

“The government, under the stewardship of His Excellency Yoweri Kaguta Museveni, is focusing on commercial agriculture. Therefore, I encourage you to embrace socio-economic transformation by producing in large quantities.”
