The Inspectorate of Government (IG) has issued an urgent reminder to all Public Officers across the country to prepare for the mandatory declaration of their income, assets, and liabilities scheduled for April 2026.
According to the notice, the declaration exercise is required under Section 5(1) of the Leadership Code Act, Cap 33, and will be conducted exclusively through the Inspectorate of Government Online Declaration System (IG-ODS).
“It is the obligation of every Public Officer to declare their Income, Assets and Liabilities to the Inspector General of Government,” the notice emphasizes.
Who Must Declare?
The IG clarified that a Public Officer is any person employed in a Ministry, Department, Agency, or Local Government whose salary is paid by the Government of Uganda, and who is not classified as a ‘Leader’ under Schedule 2 of the Leadership Code Act.
Contact Details Required by December 31, 2025
Before the declaration window opens, all Public Officers are required to urgently submit their active email addresses and reliable mobile phone numbers to their institution’s designated IG-ODS Focal Person.
“All Public Officers should URGENTLY submit their active email addresses and reliable mobile telephone numbers… by 31st December 2025,” the IG stated.

Consequences of Non-Compliance
The IG warns that officers who fail to declare by the deadline of 30th April 2026 will face legal consequences.
“Any Public Officer who fails to submit their declaration… will be in breach of the Leadership Code Act and will be prosecuted before the Leadership Code Tribunal,” the notice reads.
Readers Already Declared in 2025 Exempt
The IG further clarified that leaders who made their declarations in March 2025 will not be required to participate in the April 2026 exercise.
