IGG Starts Cracking Down on Corrupt Officials in Obongi District

The Inspectorate of Government (IG) has initiated actions against corrupt officials in Obongi district. Deputy IGG, Dr. Patricia Achan Okiria, has directed the Production Officer of Obongi district, Opigo Johnson, to promptly refund 9.9 million shillings that he embezzled during the FY 2019/2020 from Obongi District Local Government.

According to the IGG investigations, it was revealed that Mr. Opigo Johnson, the Production Officer of Obongi district, requested the Chief Administrative Officer (CAO) to authorize 9.9 million shillings for the purchase of a Yamaha Brilliant Riding (YBR) 125CC motorcycle, along with all its safety gear. However, Opigo Johnson embezzled the funds instead.




The IGG confirmed that Obongi District Local Government changed the procurement method from open bidding to force on account, facilitating the embezzlement.




Acting IGG Dr. Patricia Achan Okiria has written to CAO Obongi, Andrew Leru, instructing him to ensure Opigo Johnson repays the embezzled 9.9 million shillings. Additionally, Opigo Johnson is to be issued a written warning for diverting government funds intended for the motorcycle’s procurement but used for personal purposes.




In a letter dated October 17, 2023, from Deputy IGG Dr. Patricia Acan Okiria, a copy of which is in possession of this publication, CAO Andrew Leru was directed to issue a written warning to the Production Officer. Leru was further mandated to provide an update to the IG within three weeks from the letter’s receipt.

The IG’s letter was copied to the Permanent Secretary, Ministry of Local Government, the LCV Chairperson of Obongi District, and the RDC of Obongi.
