Kisoro District Service Commission Accused of Tribalism and Irregularities in Job Shortlisting

The Kisoro District Service Commission (KDSC) is under heavy criticism over allegations of tribalism, segregation, and bribery in its shortlisting process for public service jobs. The accusations suggest that the Commission ignored official job descriptions and guidelines set by the Ministry of Public Service.

According to a letter dated April 23, 2025, from an anonymous complainant—whose identity was withheld for security reasons—and addressed to the Inspector General of Government (IGG) Kabale Regional Office, KDSC is accused of illegally shortlisting candidates for internal positions below the standard entry level for public officers on probation.




The letter specifically highlights irregularities in the recruitment process for two positions:




  • Senior Law Enforcement Officer, Kisoro Municipal Council (Ref: KDSC/156/2025/17), and

  • Law Enforcement Officer (Ref: KDSC/156/2025/11).

According to the complainant, the initial shortlist released on April 11, 2025, included only one applicant for the Law Enforcement Officer position, leaving out other eligible candidates without explanation. For the Senior Law Enforcement Officer post, the Commission claimed that none of the applicants met the required qualifications and therefore shortlisted no one.




However, on April 22, 2025, an addendum to the shortlist was released, now including two candidates for the Senior Law Enforcement Officer position and an additional applicant for the Law Enforcement Officer role, bringing the total to two.

The complainant, who partially revealed their identity but remained cautious due to fear of retaliation, expressed disappointment over what they described as unethical practices by KDSC—alleging that candidates were shortlisted based on religion, tribal affiliation, and bribery, in violation of public service recruitment guidelines.

In response, the Chairperson of the Kisoro District Service Commission, Mr. Nshaka Erastus, dismissed the allegations, stating that all procedures are being followed in accordance with government standing orders.
