Kisoro LCV Chairperson’s WhatsApp Account Hacked in Cyber Fraud Scam

Kisoro, Uganda – Police in Kisoro District are investigating a case of cyber and computer fraud after scammers reportedly hacked the WhatsApp account of the LCV Chairperson, Abel Bizimana, and used it to solicit money from unsuspecting contacts.

According to reports, the incident began on the night of Tuesday, September 23, 2025, when Bizimana’s WhatsApp number (0774 998125) started sending messages to various groups and individuals requesting urgent financial assistance.

The fraudulent messages read, in part:

“Good morning, how are you doing? Please, I need a little assistance from you urgently. Actually, I have been trying to send money to someone, but it hasn’t been going through — like the bank connection is poor — and it’s urgently needed. Can you please help me with a mobile transfer? I will refund it later tonight or very early tomorrow.”

Bizimana confirmed the hacking and said the matter is under active investigation by police under reference number SD REF: 26/24/9/2025. He apologized to the public for any inconvenience caused, saying his account had “fallen into the wrong hands.”

The Chairperson further blamed the growing rate of cybercrime on rising youth unemployment in Uganda. He argued that the lack of job opportunities is pushing some young people into hacking and online fraud, exacerbating the country’s cybersecurity challenges.

Bizimana also criticized the government’s priorities, accusing it of focusing more on suppressing opposition than on delivering essential services to citizens.

“Uganda is being led by an incapable man called Museveni,” Bizimana said. “When it comes to Bobi Wine, the government responds immediately—mambas [armoured vehicles] can even be hired from abroad without delay. But when the people of Kisoro demand basic services, it takes the government decades to respond.”

Police have advised the public to remain vigilant and to verify any suspicious messages before sending money or sharing personal information.
