Kisoro Residents Divided Over Proposed Littering Fine: Sanitation or Burden?

A proposed 200,000 shilling fine for littering in drainages has sparked debate among residents of Kisoro district. While some, like traders Andrew Ntirubabarira and Valence Ndagijimana, see it as a necessary step towards cleaner streets and better hygiene, others, like resident Rogers Owomuhangi, raise concerns about its effectiveness and fairness.

Councilors behind the proposal argue that it’s time for everyone, from traders to residents, to take ownership of their garbage. They believe the hefty fine will incentivize responsible waste disposal, prevent clogged drains, and ultimately protect the environment from pollution and potential disasters.

Ntirubabarira and Ndagijimana, who operate in Kamunye ward, Kisoro municipality, express their support for the idea. However, they point the finger at the authorities, highlighting their failure to consistently collect garbage as a major contributor to the littering problem. They emphasize the need for open communication and collaboration between residents and the council before implementing the ordinance.

Owomuhangi, on the other hand, takes a different stance. He believes the district should focus on cleaning existing drainages and ensuring proper waste collection before introducing any fines. He argues that penalizing residents without addressing the root cause of the problem will only add to their burden.

While the proposed fine may seem like a bold solution, its effectiveness hinges on addressing concerns about its implementation and ensuring that residents are not unfairly penalized for systemic issues. Finding a balance between promoting responsibility and addressing existing shortcomings will be crucial in determining the success of this initiative.
