Kumi Deputy RDC Kyomya Reaffirms Anti-Corruption Stance as State House Inspects Road Projects

The Deputy Resident District Commissioner (RDC) for Kumi District, Mr. Kyomya James, has commended the State House Anti-Corruption Unit, led by Gen. Henry Isoke, for responding promptly to a request to provide technical support in investigating alleged shoddy and incomplete road works under the FY 2024/2025 road maintenance programme.

The intervention followed concerns raised during a joint monitoring exercise by members of the District Security Committee (DSC), which reviewed projects funded through the Shs 1.3 billion road maintenance grant, the One Billion road maintenance grant, and the Road Fund. Some of the roads had been reported as fully completed, including gravel works, yet anomalies were observed on the ground.

According to Mr. Kyomya, the discrepancies were identified after the Chief Administrative Officer (CAO) presented a road works report indicating full completion of several projects. However, physical inspections revealed inconsistencies, prompting the DSC to escalate the matter to the State House Anti-Corruption Unit.

The Deputy RDC noted that by the time the State House team arrived, the district technical team had already corrected several of the anomalies that had been identified earlier. Nevertheless, one major concern remained on the Nyero–Kalong Road in Nyero Sub-County, where 4.5 kilometres had been reported as fully completed.

At the time of inspection by the State House Anti-Corruption Unit, the road was still incomplete, although a significant portion had been worked on.

This discrepancy was cited as one of the key issues that triggered the involvement of the State House Anti-Corruption Unit. The district technical team later acknowledged the error, attributing it to a typing mistake in the report.

The State House Anti-Corruption Unit, working jointly with experts from the Ministry of Works and Transport, conducted inspections across seven roads that had been presented by the Deputy RDC as having issues.

Mr. Kyomya reaffirmed his commitment to promoting quality, efficient, and effective service delivery, emphasizing that he will continue to fight corruption wherever he is deployed to serve the people of Uganda.

He further recalled that in September this year, he came under attack for his firm stance against corruption in road projects.

Local leaders and residents have since defended him, stating that he is being unfairly targeted not because he failed in his duties, but because he has executed them with integrity, firmness, and measurable results.

Mr. Kyomya also reiterated that the directive of H.E. President Yoweri Kaguta Museveni regarding the Shs 1.3 billion road maintenance grant is clear, noting that it is his constitutional responsibility as the President’s representative to conduct routine monitoring in the best interest of the common citizen.
