Lira Man Arrested for Alleged Hate Speech Against President on TikTok

Lira District, Uganda – The North Kyoga Region Public Relations Officer (PRO), SP Jimmy Patrick Okema, has confirmed that the Territorial Police in Lira City Central Division have arrested a 39-year-old man, identified as Okuja Fred, a resident of Anai Oki Cell, Anai Ward, Lira City West Division, over alleged computer misuse.

The suspect was arrested at around 12:12 PM on October 1, 2025, after recording and circulating a video on social media platforms, particularly TikTok, containing hate speech directed at the President of the Republic of Uganda.

Police acted upon viewing the video, leading to his immediate arrest. He is currently detained at Lira City Central Police Division as investigations continue.

SP Okema appealed to the general public to refrain from acts of computer misuse, including the spread of hate speech. Such actions are criminal in nature, and offenders risk prosecution under the Computer Misuse Act and other applicable laws of Uganda.
