The officials interdicted are Francis Oceng Leone, the Acting District Health Officer, and Bosco Elyak, the District Education Officer.

According to information obtained by this publication, the two officials are facing allegations of misappropriating government funds earmarked for service delivery.

Mr. Bosco Elyak is accused of allegedly embezzling Shs17,622,501 intended for health programmes, while Mr. Francis Oceng Leone is alleged to have misappropriated Shs31 million meant for education-related activities.

Speaking to this publication, CAO Olaboro said his administration would not tolerate corruption and vowed to take decisive action against any official implicated in the misuse of public resources.

“I have come here to work and ensure that the public receives better services from the government. I will not condone corruption. Any official found engaging in corrupt practices will be interdicted and dealt with according to the law,” Olaboro said.

The CAO emphasized that accountability and transparency remain central to his leadership and warned district staff against abusing public funds.

Meanwhile, a source within the district administration, who preferred anonymity because they were not authorized to speak publicly, said the recent interdictions have created an atmosphere of fear among staff.

According to the source, many officers have become hesitant to process or request funds for government activities, fearing they could face investigations or disciplinary action if any irregularities arise.

“The district has become unusually quiet. Many officers are operating with extreme caution, and some even fear making requisitions for public activities because they worry about being arrested or investigated. There is a lot of panic because the CAO is very strict,” the source said.

The interdictions signal the latest efforts by the Apac District leadership to strengthen financial accountability and improve service delivery through stricter enforcement of public finance management rules.

The allegations against the two officials are yet to be determined through the appropriate disciplinary and legal processes. Under Uganda’s public service procedures, interdiction is an administrative measure that allows investigations to proceed and does not amount to a finding of guilt.
