On September 27, 2023, Uganda, Kenya, and Tanzania were awarded the rights to host the 36th edition of the Africa Cup of Nations (AFCON) 2027 by the Confederation of African Football (CAF) as part of the East Africa joint Pamoja Bid. This historic announcement brought joy to the region, as it marked the first time East Africa would host the prestigious football tournament since its inception in 1957.
Members of Parliament highlighted the importance of using this opportunity to improve sports facilities and infrastructure to avoid potential international embarrassment. During the plenary sitting on October 3, 2023, MPs debated a motion to commend the government for the successful Pamoja bid.
Hon. Santa Alum (UPC, Oyam Woman Representative) emphasized the benefits of hosting AFCON, including infrastructure development like roads and sports facilities, encouraging the government to build stadiums across the region.
Hon. Ssolo Kayemba (NUP, Bukomansimbi South County) expressed concerns about Uganda’s readiness due to corruption and deficiencies in sports facilities, drawing parallels to Cameroon’s experience in 2019.
Hon. Florence Nebanda (Butaleja District Woman Representative) called for regional balance in infrastructure to promote inclusivity and sports growth.
Hon. Elijah Mushemeza (INDEP, Sheema County South) saw AFCON as an opportunity for tourism and trade growth, emphasizing the economic benefits.
Hon. Andrew Oulanyah Ojok (Omoro County Member of Parliament) stressed inclusiveness to ensure all Ugandans benefit from hosting the international sports event.
Hon. Mathias Mpugga (Leader of the Opposition) viewed AFCON as a chance to unite and market Uganda, emphasizing the importance of addressing political divisions.
Hon. Moses Magogo (NRM, Budiope East County), President of FUFA, emphasized the responsibility of executing the event, including the construction of stadia under a turnkey project.
Sports State Minister Hon. Peter Ogwang assured MPs of the government’s commitment to sports infrastructure and funding through initiatives like a Sports Fund and taxing betting companies.
Deputy Speaker Thomas Tayebwa pledged the government’s commitment to provide finances and infrastructure to ensure a successful AFCON 2027 hosting.
In addition to constructing at least two accredited stadia, Uganda is required to pay US$30 million in hosting fees to CAF by February 2025.
