KIBAALE – The Inspectorate of Government (IG) has impounded a Kibaale District Local Government bulldozer worth an estimated UGX 600 million and arrested the district’s Chief Administrative Officer (CAO), John Katotoroma, over allegations of misusing government property for private benefit.
The bulldozer, registration number LG 0028-19, was seized during a spot-check operation conducted by officers from the Inspectorate of Government’s Hoima Regional Office working jointly with Kibaale Central Police Station. The machine has since been placed under police custody as investigations continue.
According to the Inspectorate of Government, preliminary investigations indicate that the bulldozer was allegedly being hired out irregularly to Karukana Enterprises Ltd for private commercial use, contrary to laws governing the management and utilization of public assets.
Investigators allege that the arrangement involved the district’s Chief Administrative Officer, John Katotoroma, together with District Engineer Chrizestom Bagire, raising concerns over the unlawful use of government equipment intended for public service delivery.
Following the operation, Katotoroma was arrested and detained at Kibaale Central Police Station, where he recorded a statement before being released on police bond pending further investigations.
The Inspectorate said the investigations are focused on the alleged misuse of government property, an offence under Section 9(5) of the Anti-Corruption Act, Cap. 116.
Meanwhile, District Engineer Chrizestom Bagire has not been arrested but has been summoned by the Inspectorate of Government’s Hoima Regional Office to assist investigators with the ongoing probe.
The anti-corruption agency said investigations remain ongoing and emphasized that anyone found culpable will be dealt with in accordance with the law.
The Inspectorate of Government reiterated its commitment to protecting public resources, combating corruption, and ensuring that government assets are managed lawfully, transparently, and solely for the benefit of Ugandans.
