Former Undersecretary in the East African Community ministry, James Collins Lumala Dombo, passed away on Friday night. He was known for his dedication and service to the nation.
Dombo, who served as a civil servant, received heartfelt condolences from various political figures and colleagues. Former Prime Minister Ruhakana Rugunda remembered him as a dependable and patriotic civil servant. Minister Frank Tumwebaze expressed sadness at the loss, highlighting Dombo’s role in coordinating government affairs during his time in office.
Dombo’s brother, Emmanuel Lumala Dombo, confirmed his passing at Aga Khan Hospital in Nairobi, Kenya.
Many people who knew Dombo described him as a “people person” who cared for everyone, regardless of their status. Henry Kiggundu, a friend, mentioned his compassionate nature and how he had left a significant impact on the Ministry.
Dombo’s health deteriorated about a month ago when he experienced chest pain and was later diagnosed with intestinal bleeding. Despite efforts to treat him, he passed away at Aga Khan Hospital.
In his career, Dombo served as acting Permanent Secretary in the Office of the Prime Minister and later as undersecretary in the EAC ministry. He had a background as the Chief Administrative Officer in Busia District before his role in the Ministry of Public Service in 2002.
