Cattle Rustlers in Karamoja to Benefit from Sh19 Billion UNDP Scheme

The United Nations Development Programme (UNDP) and Korea’s KOICA program have allocated Sh19 billion towards the Building Resilience in Conflict-Affected and Fragile Communities in Karamoja (BRICK) project. This initiative aims to address service delivery gaps related to livelihoods and peace in the conflict-affected sub-region of Karamoja, which has experienced lawlessness over the years.

The 28-month project will focus on six sub-counties in Kaabong, Timu-Loyoro, Kotido, Nakapelimoru-Rengen, Nadunget, and Rupa, targeting conflict-affected and fragile areas. Raymond Mukisa, the UNDP program manager overseeing the project, emphasized the goal of building the adaptive capacity of reformed cattle rustlers and those still in the wilderness.

The project also seeks to promote peaceful coexistence through the establishment of functional peace structures, fostering cross-border committees in the sub-region. Additionally, the initiative aims to increase incomes for vulnerable households through environmentally friendly livelihoods.

The funding is aligned with the National Development Plan III, a comprehensive development plan for the Karamoja region. Local governments in the targeted areas are urged to take ownership of the project, ensuring community participation and value for money.

Notable figures at the launch of the project include George William Wopuwa, the Resident District Commissioner Moroto, and Maj. Gen. Don William Nabasa, the 3rd Infantry Division Army Commander, who expressed confidence in maintaining peace and stability in Karamoja. The project is viewed as a timely intervention that could positively impact the region’s narrative if well implemented.
