Kyotera Scandal: Ugx 659 Million Illegally Paid to 171 Teachers and Health Workers

Official Interdicted Following Misuse of Funds in Kyotera District


The Inspectorate of Government (IG) has taken action against Jamil Kabiito, the Principal Human Resource officer of Kyotera District Local Government. This decision comes after investigations into allegations of irregular salary payments to teachers and health workers in Rakai district. It was found that a total of 659 million Ugandan shillings was improperly paid to 171 individuals in the 2014/15 financial year.

In response to these findings, the IG has ordered the individuals involved to refund the money to the Inspectorate of Government Assets recovery account held in the Bank of Uganda. This directive was issued in July 2021.

Deputy Inspector General of Government Anne Twinomugisha Muhairwe issued a letter dated April 6, 2024, addressed to the Kyotera Chief Administrative Officer and LC5 chairperson. In this letter, she instructed them to immediately interdict Mr. Jamil Kabiito, the Principal Human Resource Officer, without any further delay.

Copies of the letter were also sent to the Ministry of Local Government Permanent Ministry and the Kyotera Resident District Commissioner.

According to the IGG’s office, this action underscores the seriousness with which the Inspectorate of Government views the mismanagement of public funds and the responsibility to hold accountable those responsible for such actions.
