Rymond Wamuno | Mbale – Concerned residents of Mbale, Sironko, and the Sebei region have claimed that poor service delivery in the Bugisu, Bukedi, and Sebei areas is due to keeping officials in one location for more than 10 years without transfers.
The locals singled out the Ministry of Agriculture and the Ministry of Water and Environment, noting that some of their officials have been stationed in one place for over 12 years, which they say negatively affects service delivery.
Harbert Wasike from Bubulo said that keeping the same officials in one place for many years without rotation has prevented the region from achieving meaningful development.
“We still have a problem accessing clean water. The systems that were installed have continuously broken down due to poor workmanship,” he said.
He added that the Ministry of Agriculture has failed to prove its relevance in the region.
Peter Mugaga, another resident from Bulambuli, said the Ministry of Water attempted to work on some dams, but progress has been slow.
“We don’t know whether it’s a money issue or simply laziness,” he said.
Gertrude Namboso, a parish councilor in Bulambuli, noted that some officials have stayed in one location for over 12 years, rendering them ineffective.
“These officials should be rotated because when they overstay, they become inactive and corrupt,” she said.
