RUBANDA, Uganda — Rubanda District Chief Administrative Officer (CAO) Samuel Ahabwe has warned public servants against engaging in corruption, saying the vice will not be tolerated as the government intensifies the implementation of the Presidential “Kisanja No More Sleep” campaign.
Speaking during a staff meeting attended by the Resident District Commissioner (RDC) at the District Council Hall on July 22, 2026, Ahabwe said corruption remains one of the biggest obstacles to effective service delivery, economic development, and public confidence in government institutions.
“Corruption undermines development, wastes scarce public resources and erodes public confidence in Government. As service delivery centres, we have a duty to prevent and eliminate corruption in all its forms,” Ahabwe said.
The CAO directed all Heads of Departments, Town Clerks, and Senior Assistant Secretaries to strictly adhere to procurement laws, financial management regulations, and established human resource procedures.
He further warned officers against engaging in bribery, fraud, absenteeism, misuse of government resources, and extortion, emphasizing that every public servant has a responsibility to safeguard public funds.
“We are custodians of public resources, and we must account for every shilling entrusted to us,” he stressed.
Ahabwe also urged district officials to fully utilize the Integrated Revenue Administration System (IRAS) to reduce revenue leakages and improve local revenue collection. He emphasized the importance of timely and accurate reporting, saying it enhances accountability, facilitates effective monitoring, and enables early detection of implementation challenges.
He linked the anti-corruption drive to the Public Service Code of Conduct and Ethics, reminding staff that integrity, honesty, discipline, and professionalism must guide every decision made in public service.
“Citizens expect us to lead by example. It is through exemplary leadership that we shall restore and strengthen public trust in government institutions,” he said.
Ahabwe assured the RDC, political leaders, and security agencies that the district’s technical team remains committed to implementing lawful government directives and delivering quality services without corruption.
He concluded by calling on all public servants to work together in building a district founded on integrity, accountability, transparency, and efficient service delivery.
“Together, let us build a district characterized by integrity, accountability and efficient service delivery,” he said.
