Sam Obua-Kony Pacu Promises Major Reforms as He Gains Traction in Amolatar LCV Race

Okidi Patrick, Amolatar – Political fever has enveloped several aspirants contesting for the position of Amolatar LCV Chairman. A newcomer in the arena, Sam Obua-Kony Pacu, has pledged to enhance service delivery, starting with upgrading Amolatar Health Centre IV to district hospital status.

As a fresh face in the political scene, Hon. Sam Obua-Kony Pacu, who is the current LCV Councilor of Agwingiri Sub-county in Amolatar District, has pledged to recruit enough teachers in line with the Ministry of Education’s policies. Above all, he aims to introduce competency tests for all candidates in primary and secondary schools.




Mr. Obua’s manifesto, which addresses service delivery concerns in Amolatar District, comes ahead of the 2026 general election. He stated that the people of Amolatar District are lagging in development due to cartels that perpetrate corruption. Obua warned that financial theft impedes services to the people.




The Jubilee candidate promised an elaborate plan to eradicate cartels within Amolatar. “I will be keen on matters of governance and corruption, which are serious impediments to service delivery,” he said.




He also promised to ensure that all health facilities in the sub-counties within Amolatar District would be equipped with drugs and personnel to enhance service provision. Obua expressed concern over the deteriorating health sector in the district.

“Health will be a priority in my administration because it is the foundation of human well-being. I will improve our health facilities to the required standards,” Obua declared.

Sam Obua-Kony Pacu, an aspirant for the Amolatar District Chairperson position, stated that he would promote allowances for nurses and teachers to boost performance in the health and education sectors. He also vowed to support agriculture and food security, including providing seeds and fertilizers at subsidized prices to improve farmers’ output.




Obua’s administration would also support fishing, fish farming, and livestock rearing, among other activities. “Agriculture is the source of our food and income. I will give it the priority it deserves,” he added.

He further promised to improve infrastructure in Amolatar District if elected as the district Chairperson LC V. Obua called for a campaign focused on issues and service delivery rather than political propaganda.

He emphasized his commitment to development for the people of Amolatar, stating, “This campaign should focus on real concerns, not empty rhetoric or personal attacks. I am running to be a representative who will work tirelessly to improve infrastructure, healthcare, education, and economic opportunities in our region.”




Obua noted that much work remains to be done in Amolatar and this can be achieved by mobilizing the efforts of everyone, especially the government, which should utilize taxes to benefit the people of Amolatar just as other areas of Uganda enjoy. He urged that Amolatar District should elect their son, Obua-Kony Pacu, who has built capacity for good networking and prominence in various aspects of life.

“Amolatar District will make history by electing Mr. Sam Obua-Kony Pacu as the LCV Chairman for 2026-2031, given his integrity and hard work,” he concluded.

Obua called for a campaign focused on issues and service delivery rather than political propaganda, which he believes cannot advance the development of Amolatar. He also appealed to his supporters to remain calm and peaceful throughout the campaign period, urging them to manage their emotions even amidst provocation.

He did not declare his party affiliation but promised to consider UPC, NRM, FDC, and an independent ticket as the situation evolves.
