Karamoja Peacebuilding: UPDF and Local Authorities Enhance Civil-Military Coordination

The Uganda Peoples’ Defence Forces (UPDF) and senior leaders have affirmed their dedication to bolstering Civil-Military Cooperation (CIMIC) operations in the Karamoja Sub-region. This recommitment was underscored at the conclusion of an Induction Course for CIMIC center coordinators held at the Moroto district headquarters.

The participants, consisting of UPDF General and Senior Officers, Resident District Commissioners (RDCs), District Chairpersons, Mayors, representatives of key partners, and members from civil society organizations across Karamoja Sub-region, engaged in discussions aimed at enhancing the collaborative efforts between the military and local communities.

The induction program followed the launch of CIMIC coordination centers in September 2023 and served as a vital follow-up to solidify the principles of cooperation. Maj Gen Don William Nabasa, the 3 Division Commander, emphasized the essential role of UPDF in peacebuilding for the pacification of Karamoja Sub-region. He acknowledged the positive impact of joint security operations, contributing to relative calmness and peace-building processes in the region.

Brig Gen Emmanuel Rwashande, Chief of Civil-Military Cooperation (C/CIMIC), stressed the ongoing efforts to foster good relations between UPDF, the local population, and other authorities through coordination, cooperation, liaison, information sharing, and community support. Quoting President Museveni, he emphasized the symbiotic relationship between the army and the people.

CIMIC operations, as outlined by Brig Gen Rwashande, aim to enhance relationships between security forces and communities while assessing and addressing critical needs through Quick Impact Projects (QIPs) at the grassroots level.

Brig Gen Felix Kulayigye, the Defence Spokesperson, encouraged participants to leverage the media space to mobilize and promote government programs, consolidating achievements in Karamoja.

Mr. Ambrose Onoria, the RDC for Kotido district, highlighted that CIMIC centers and the induction program would bridge the gap between security commanders and the community, fostering understanding and harmony to achieve common goals. LC 5 Chairperson Hon Nangiro John praised the army’s initiative, considering it vital for strengthening human security and promoting a positive mindset change.

The closure of the induction program saw General Officers and participants developing resolutions and strategies to enhance CIMIC coordination, particularly in support of disarmament operations in the Karamoja Sub-region.
