The Team Behind Uganda’s NAM Summit Logistics

The coordination efforts for the upcoming Non-Aligned Movement (NAM) Summit in Kampala are spearheaded by a team of experienced individuals under the leadership of Mr. Bagiire Vincent Waiswa, the Permanent Secretary at the Ministry of Foreign Affairs (MOFA).

Mr. Bagiire, who previously served as the Permanent Secretary of the Ministry of ICT and National Guidance, brings a wealth of experience to his current role. His diverse background includes positions such as Member of Parliament, head of Busoga Rural Open Source and Development Initiative (BROSDI) for 19 years, and leading the Collaboration on International ICT Policy for East and Southern Africa (CIPESA) for five years.

Assisting Mr. Bagiire in his duties are three deputies: Amb Phillip Odida, the acting director for Regional and International Political Affairs at MOFA; Ms Anne Nabaasa, Foreign Service Officer at Uganda’s embassy in Ethiopia; and Nkayivu Ssenabulya.

Protocol Coordination: Ensuring Smooth Diplomatic Proceedings

The protocol coordination is entrusted to three individuals: Amb Charles Ssentongo, the Chief of Protocol at MOFA; Amb Aisa Ismail, the deputy Chief of Protocol; and Michael Bulwaka from MOFA.

Aircraft and Arms Clearances: Mystery Surrounds Coordinator’s Background

Mr. Richard Biribonwoha leads the aircraft and arms clearances team, and while little is known about him, available documents indicate his previous role as the head of Chancery at the Embassy of Denmark. Despite attempts to gather more information, Mr. Biribonwoha declined to provide additional details.

Accommodation Coordination: Ensuring Comfort for Delegates

Accommodation coordination is managed by three individuals: Ms. Laura Kahuga, Foreign Service Officer at MOFA in Kampala; Harriet Kiiza, the tourism officer at the Ministry of Tourism, Wildlife, and Antiquities; and Ms. Sarah Nakamya from MOFA.

Transport Coordination: Seamless Movement for Delegates

Mr. Tony Kavuma, the chief mechanical engineer at the Ministry of Works, is leading the transport coordination efforts, with assistance from colleagues Mr. Francis Keeya and Mr. Anthony Agama from MOFA.

Visas and Immigration: Facilitating Entry for Delegates

Mr. Robert Muwazi, the manager-in-charge of Airport immigration, heads the visas and immigration team. Assisting him are Mr. Benon Kayemba from MOFA and Mr. Gilbert Kabuzire, the principal immigration officer at the Directorate of Citizenship and Immigration.

Security: Ensuring Safety During the Summit

The security team, led by SCP Wilson Omoding, the deputy director of operations at the Uganda Police Force (UPF), includes SCP Charles Asaba, Col Paul Namawa, and Lt Col Moses Musinguzi from the Special Forces Command.

Accreditation: Managing Delegates and Media Access

Accreditation will be held in two formats—for delegates and media. Delegates will be accredited by Ms. Gwennie Kategaya, Mr. Samuel Isiko, and Mr. Godwin Asiimwe from MOFA. Media accreditation will be handled by Mr. Suubi Kiwanuka, Dr. Sam Bhoi Omara from MOFA, and Sandor Walusimbi, the head of the presidential press unit.

ICT Subcommittee: Spearheading Information and Communications Technology

The Information and Communications Technology (ICT) subcommittee is led by Ms. Sylivia Biraahwa, Assistant Commissioner of Communication and Information Dissemination at the Ministry of ICT and National Guidance, along with Mr. Charles Nabimara and Mr. Patrick Dusabe from MOFA.

Entebbe Airport Clearances: Facilitating Smooth Entry

Clearances at the Entebbe International Airport will be managed by Mr. Barungi Emmanuel, the facility’s general manager, and Ms. Hope Barahire, the manager of the Very Important Person lounge.

Spouses Programme: Coordinating Events for Accompanying Partners

The spouses program will be coordinated by Ms. Irene Kauma and Ms. Gloria Tugume from State House, along with Ms. Agnes Birungi from MOFA.

Business Forum/Summit and Exhibitions: Promoting Economic Engagements

Mr. Francis Kisirinya, the director of finance at the Private Sector Foundation of Uganda, and Mr. Brian Phenox Mwanika from MOFA will coordinate the Business Forum, Summit, and Exhibitions.

Entertainment and Excursions: Balancing Work and Leisure

Entertainment and excursions will be coordinated by Ms. Lilly Ajarova, the executive director of the Uganda Tourism Board (UTB), Ms. Ruth Muguta from MOFA, and Mr. Bradford Ocheng from UTB.

Medical Services: Ensuring Health and Well-being

The director-general of health services at the Ministry of Health, Dr. Charles Olaro, and the director of emergency medical services, Dr. John Baptist Waniaye, will oversee the entire health subcommittee.
