The Health Monitoring Unit (HMU) of State House has leveled serious accusations against the Kisoro District Health Department, citing incompetence, misconduct, neglect of duty, and misuse of public funds—all of which have hindered effective service delivery in the district.
These revelations were made by the Assistant Director of Health Services at the HMU, Jorome Mpata Wagage, following the arrest of three health workers in Kisoro. Those arrested include Nshimigona Julius, the in-charge of Nteko Health Centre III; Habomugisha Innocent of Gateriteri Health Centre III; and Nkunda Abel, the Assistant Medical Stores Officer at Busanza Health Centre III.
Mpata accused the district’s health leadership of abuse of authority, conflicts of interest, and unprofessional behavior. He alleged that some officials have exploited their positions for personal and familial gain, further crippling the delivery of essential health services.
He also cited rampant absenteeism, poor record-keeping, and inadequate supervision in health facilities, which have allowed in-charges to misuse their offices with minimal oversight or accountability.
Mpata assured the public that the suspects would face prosecution and reiterated the HMU’s commitment to restoring professionalism and order within the health sector.
Kisoro Resident District Commissioner (RDC), Hajji Badru Sebyalla, commended the HMU for its intervention—especially in tackling the growing problem of drug theft in the district. He called on the public to support technocrats and local authorities in curbing abuse of office by health officials.
Echoing the HMU’s findings, the Kisoro District Secretary for Social Services, Hakizimana Martin, expressed concern over increasing absenteeism among health workers. He pledged to take decisive action to improve health service delivery in the district.
