Vianney Luggya, the communication manager of the Uganda Civil Aviation Authority, declared that the much-anticipated new terminal at Entebbe International Airport is slated for completion in July 2024. However, a closer look at the ongoing projects reveals a web of developments and financial intricacies, raising concerns about transparency and efficient use of resources.

The new terminal, a focal point of this ambitious venture, is under construction by the China Communications Construction Company (CCCC). Luggya clarified that the recently inaugurated modified terminal, funded from internally generated resources and built by the UPDF Engineers Brigade, is distinct from the colossal project undertaken by CCCC. This revelation prompts questions about the allocation of funds and the choice of contractors for these developments.

It is crucial to note that CCCC is not solely working on the new terminal. The broader project encompasses the construction of a new cargo center, the resurfacing of runways and taxiways (all reported as completed), and the expansion of Aprons. The extent of these endeavors raises eyebrows regarding the financial commitments and the potential impact on the overall functionality of the airport.

A glimpse into the recent developments reveals that a 10,000-square-meter cargo center was commissioned in April, showcasing progress in one aspect of the expansion plan. However, the construction of the 20,000-square-meter new terminal is only halfway complete. The stark contrast in completion rates between these projects invites scrutiny over the efficiency and management of the construction process.

Despite the emphasis on the completion of individual components, questions linger about the holistic integration of these structures. The concern is whether these projects are seamlessly coordinated to enhance the overall efficiency of Entebbe International Airport or if they are merely isolated developments with limited consideration for their collective impact.
