Maj Gen Jackson Bakasumba, Chief of Joint Staff of the Uganda Peoples’ Defence Forces (UPDF), has assured both Ugandan citizens and foreigners that the country is generally safe for business and tourism. He made this statement to emphasize that there is no need for concern about the country’s security situation.
Speaking on behalf of Gen Muhoozi Kainerugaba, Chief of Defence Forces, Maj Gen Bakasumba conveyed this message during a meeting with the Italian Ambassador to Uganda, His Excellency Mauro Massoni. The meeting was held at the Ministry of Defence and Veteran Affairs (MODVA) headquarters in Mbuya, Kampala. The focus of the meeting was on enhancing cooperation between Uganda and Italy in areas such as training, equipment, and business.
Maj Gen Bakasumba expressed gratitude to the Italian government for its significant support in stabilizing Uganda through various socio-economic transformation programs. He acknowledged that this support has been crucial for Uganda’s development and stability.
During the meeting, Maj Gen Bakasumba also discussed the African Union Transition Mission in Somalia (ATMIS). He praised international partners for their efforts in pacifying Somalia despite the ongoing threats from Al-Shabaab. He highlighted the UPDF’s dedication to restoring peace in Somalia, noting that Uganda has made considerable sacrifices for this mission, even though it does not share a border with Somalia. Maj Gen Bakasumba stressed Uganda’s commitment to achieving a stable Somalia, stating that the UPDF has been working hard to weaken Al-Shabaab so that Somalia can eventually become a peaceful destination for tourists.
Maj Gen Bakasumba also mentioned the persistent security challenges in Somalia due to potential clan clashes. He urged Somalia to build a strong force to tackle its security issues effectively.
Regarding the Allied Democratic Force (ADF) terrorists, Maj Gen Bakasumba reported that the group has been significantly weakened and is no longer capable of engaging in combat. He mentioned the collaboration with the DR Congo army to neutralize ADF capabilities, particularly in the mountainous areas. While acknowledging the unfortunate incident involving the death of tourists in Kasese, he assured that measures have been taken to ensure the safety of tourists, especially in Queen Elizabeth National Park. He emphasized that the park is now very safe and encouraged tourists to visit in large numbers.
Maj Gen Bakasumba also requested the Italian government to support the UPDF in training personnel and acquiring modern equipment. Ambassador Mauro Massoni expressed his appreciation for the opportunity to strengthen collaboration between Italy and Uganda. He emphasized the importance of the partnership with the UPDF and pledged to maintain and enhance the relationship. The ambassador also promised to contribute to Uganda’s development, stating that Italy is ready to assist whenever needed.
The meeting was attended by several officials, including the Italian Defence Attaché to Uganda, Col Marco Poddi, Col Younes Bagada, and Col William Kakuru.
