The Universal Technology and Management University (UTAMU) has appointed Dr. Smith Kiiza, a senior legal scholar and academic leader, as its new University Secretary, underscoring the institution’s commitment to internationally benchmarked governance, academic relevance, and institutional sustainability.
Dr. Kiiza, a Senior Lecturer in Law, assumes the role at a time when universities worldwide are navigating rapid digital transformation, heightened regulatory expectations, and growing demand for interdisciplinary education. His appointment reflects UTAMU’s strategic focus on strengthening the institutional architecture that underpins credible and globally connected universities.
“In a global higher education environment, excellence is sustained by systems—clear governance, compliance with academic and legal standards, and the ability to coordinate complex institutions transparently and effectively,” Dr. Kiiza said in his first media address.

As University Secretary, Dr. Kiiza is responsible for stewarding UTAMU’s governance framework, ensuring alignment with its Charter, regulatory obligations, and international best practices. He emphasized that strong governance is a prerequisite for global credibility and meaningful partnerships.
“Universities that engage internationally must demonstrate consistency, integrity, and institutional maturity. Governance is the language through which universities communicate trust to the world,” he noted.
UTAMU’s current reforms focus on strengthening institutional coordination, improving records and decision-tracking systems, and reinforcing accountability across academic and administrative structures.
