Your Excellency, Yoweri Kaguta Museveni Tibuhaburwa, I bring you greetings from Kigyezi Sub Region.
We appreciate you for the different efforts/initiatives you have put in place to expose and deal with the corrupt in KisanjaNoMoreSleep.
Your mutuume Hon Balaam Barugahare has just finished cleaning/exposing the corrupt with in Local government/ the six districts of Kigyezi, Rukiga, Kabale, Rubanda, Kisoro, Kanungu and finally Rukungiri.
Our prayer is that the due processes take place, over 200 civil servants in these different districts who have been interdicted, are investigated and those found guilty are brought to courts of Law and charged or fined accordingly.
It is on the issue of due processes that I want to bring to your attention how courts of Law, especially the Magistrates courts are frustrating justice and fairness to wanainchi especially the poor!
Those who have no money, their cases are always adjourned or the chief Magistrate or graded magistrates are always absent from court chambers!
They rarely listen to wananichi who have no money or kintu kidogo, even getting mere letters of administration is a tag of war!
These magistrates at times conieve with DDP or state Attorneys to extort from the peasants/wanainchi!
The backlog of cases in courts is deliberate, magistrates are looking for which cases have money on them so that they give hearing dates faster or expedite a quick hearing process. Meaning those files without any direct benefit to the magistrate, the accused are always sent to prisons, bail applications denied hence why Ugandan prisons are heavily congested/populated!
There are people who are on remand not because they were found guilty but because they were either deliberately denied bail or the complainants had money and influenced the magistrates!
Even in cases where magistrates should use logic or reasoning or even visit locus to access real evidence of ground! They decide cases based on influence!
This is bad! Courts are suppossed to be institutions that promote justice and fairness but instead they are doing the opposite.
Like how Hon Balam is checking or exposing the corrupt in Local Government, even courts be checked or reviewed!
Am doing further investigations on Police Crime Intelligence Officers (CIDs) and will write to you soon for action! They also corrupt and frustrate wananichi.
