The Electoral Commission’s recent ruling on Busiro East NUP’s Parliamentary candidate Walukaga Mathias has effectively handed the race to the incumbent, Hon. Medard Lubega Sseggona.
According to the EC, Walukaga’s Mature Age Certificate had expired, making him ineligible to contest as a Member of Parliament. This means Sseggona now faces no major opposition from the opposition party’s front-runner in the constituency.
“By 23rd October 2025, the Certificate of Mature Age/Aptitude Test presented by Walukaga Mathias had clearly expired. Accordingly, he lacked the requisite minimum academic qualifications,” the EC ruling stated.
The decision comes after a petition filed earlier this month challenging Walukaga’s nomination. While the singer-turned-politician argued that the certificate was valid because it had been used to gain university admission, the EC held that an expired certificate cannot be renewed by any other document.
Sseggona’s Advantage
The ruling gives Sseggona a clear path to reclaim the seat. The incumbent MP had previously expressed concerns over Walukaga’s qualifications, which sparked a heated campaign between the two front-runners.
With Walukaga out of the race, NUP will have to decide whether to appeal the decision or nominate another candidate, leaving Sseggona with a significant advantage in the constituency.
