Dispute Arises Over Cecilia Ogwal’s Burial Funds

A local organizing committee overseeing the burial arrangements for the late Barbara Cecilia Atim Ogwal, a Member of Parliament from Dokolo, has called on Parliament to account for the funds allocated for her funeral. Cecilia Ogwal passed away on January 18, 2024, at the age of 77 after battling cancer, prompting an official burial arrangement approved by President Museveni.

The regional organizing committee, chaired by Lira Resident City Commissioner Lawrence Egole, expressed concern about not receiving any funds from the government. The committee expects over 20,000 mourners to attend the burial in Alito Sub-county, Kole District.




Parliament, which contracted A-Plus funeral services for the burial proceedings and meals for mourners, has faced criticism from the organizing committee. Lawrence Egole mentioned that no logistics were provided to the committee and lamented the lack of communication from Lango lawmakers, including Judith Alyek, the chairperson of Lango Parliamentary Group.




Eunice Odongkara, a Parliament staff, clarified that Parliament delegated Innocent Ayo to coordinate the burial program as a family member. A-Plus subcontracted Lira-based Yendo Catering Services to provide meals for mourners, with director Moses Eyen stating they were assigned to feed 6,000 mourners, including 1,000 VIPs.




Joel Okao Tema, the funeral’s regional organizing committee publicity secretary, criticized A-Plus’s involvement in catering, alleging fraudulent motives. He emphasized cultural sensitivity and economic activism, expressing concern about the commercialization of the burial.

Levi Okodi Macpio, a presidential advisor in Lango, recounted a negative experience with A-Plus during a previous burial, accusing the company of financial misconduct. As of press time, A-Plus, Parliament, and the executive had not issued an official statement on the matter.
