UCC Flags Low Smartphone Usage as Barrier to Digital Agenda Advancement

The UCC estimates that over 150 online-only publishing websites have been established in Uganda in the past five years. Many of these sites are poorly structured, lack professional standards, and have not registered with the UCC or the Government Media Council.

At the launch of preparations for the 2024 Global Symposium for Regulators (GSR-24) in Kampala, Mr. Nyombi Thembo, the Executive Director of the Uganda Communication Commission (UCC), emphasized the detrimental effect of low smartphone penetration on the country’s digital transformation agenda.


Mr. Thembo highlighted that Uganda’s current smartphone penetration rate of 22 percent remains significantly low, posing challenges to the comprehensive implementation of the digital agenda. Despite an increase in data uptake and connectivity, with 36 million SIM cards in circulation, the limited adoption of smartphones hampers the country’s ability to fully embrace digital technologies.




In response to these challenges, the ICT Ministry, in collaboration with the United Nations Development Programme (UNDP), introduced the Digital Transformation Roadmap. This initiative aims to bolster the implementation of supportive policies and laws to accelerate Uganda’s digital revolution, fostering a well-connected nation capable of leveraging technological opportunities.




Mr. Thembo underscored the significance of Uganda’s commitment to hosting the GSR-24, highlighting the country’s dedication to the International Telecommunication Union (ITU) and its regulatory work.




Echoing these sentiments, the State Minister for National Guidance, Mr. Godfrey Kabbyanga, emphasized the government’s heightened investment in the ICT sector to enhance connectivity and drive economic growth. He stressed the importance of digital transformation programs and the autonomy of ICT regulators in advancing Uganda’s ICT sector, noting the country’s global reputation for hospitality.

The GSR, organized annually by the ITU, serves as a platform for telecommunication and ICT regulators, policymakers, industry stakeholders, and other key players to exchange experiences, ideas, and best regulatory practices. Scheduled to take place in Uganda from July 1 to 4, GSR-24 is expected to convene over 700 participants from various sectors, facilitating collaboration and innovation in digital development.
