Court Functions Disrupted by Electronic System Failure

The Electronic Court Case Management Information System (Eccmis), crucial for case registration within the judiciary, has suffered a breakdown, leading to the paralysis of court operations.

Information obtained from various courts indicates that the Eccmis system has been offline for the past two days, rendering it impossible to register new cases during this period.




This system failure has caused significant inconvenience to court users, as cases scheduled for registration could not be processed. Notably, matters involving entities like the Uganda Revenue Authority, Uganda National Roads Authority, and the Office of the Director of Public Prosecutions have been postponed due to this issue.




At the Nakasero-based Anti-Corruption Court, lawyers appearing before Justice Jane Okuo Kajuga in a case involving Tropical Bank expressed their inability to register submissions electronically via Eccmis for the past three days due to the system outage.




Furthermore, the registries were unable to accept new files from the police due to the malfunctioning system, exacerbating the backlog of pending cases.

Since the implementation of Eccmis, the judiciary has transitioned away from manual case registration processes, aiming to enhance operational efficiency. Eccmis was launched in March 2022 at the headquarters in Kampala, providing a centralized platform for case management and document filing.

Eccmis facilitates public access to case information and enables lawyers to electronically file documents, thereby streamlining administrative processes and reducing the burden of paperwork on the court system.
