URA Cracks Down on Smuggling in Nationwide Operations

(Kampala) – The Uganda Revenue Authority (URA) has ramped up its efforts to combat smuggling across the country, aiming to create a fair trading environment for legitimate businesses. Recent enforcement operations have yielded substantial seizures in various regions, including Elegu, Busia, Busitema, Mirama Hills, and Katuna.

In a notable operation in Elegu, enforcement officers recovered over 3,000 litres of smuggled fuel, 1,120 litres of smuggled cooking oil, and 17 motorcycles. Smuggling of fuel, particularly prevalent in the West Nile region, has been driven by the demand among local motorcycle riders.




Meanwhile, in Busia, intelligence led to the discovery of several consolidation centers where smuggled goods were gathered. The haul included 560 bars of Kibuyu soap, 24 cartons of Total classic lubricant, 420 bars of Kipepeo soap, 360 kg of Baraf rice, and 625 kg of Sana rice. According to Simon Tumwesigye, the manager of enforcement in the Northern region, smugglers have adapted by breaking down large consignments into smaller quantities to minimize losses.




In the hilly terrains of Rwanda and Kabale, URA’s covert operations resulted in the interception of a vintage vehicle loaded with textiles, which was caught just before entering Kabale town. The vehicle, a Toyota Corolla (registration UAE 217V), was found with 150 men’s vests, 200 ladies’ biker shorts, 90 rolls of polyester thread, 20 colored t-shirts, 120 pieces of ladies’ knickers, 180 sweaters, 70 rolls of fabric, and 120 scarves.




Further, the Busitema team targeted major smuggling routes in Tororo, Busia, and Butaleja, leading to the seizure of 1,348 kg of used clothes, 936 kg of Dunia wheat flour, 100 pieces of Kitenge fabric, 71 rolls of fabric, 625 kg of Sana parboiled rice, and over 1,192 kg of contraband fishing gear. Three motorcycles used for smuggling were also confiscated.

Under Sections 200 and 203 of the East African Community Customs Management Act (EACCMA), individuals caught smuggling goods face penalties of up to five years in prison or fines equal to half the dutiable value of the goods. Accordingly, the seized motorcycles and vehicles are under investigation.

URA remains steadfast in its mission to protect the public from the negative impacts of smuggling while ensuring fair competition for lawful traders and manufacturers. These operations underscore URA’s commitment to maintaining market integrity and safeguarding economic stability.
