(Kampala) – Youth and Children Affairs State Minister Balaam Barugahara has written to President Yoweri Museveni, seeking a pardon for 16 National Unity Platform (NUP) supporters recently sentenced by the General Court Martial (GCM). The individuals were convicted on October 23, 2024, after pleading guilty to charges of treachery and unlawful possession of explosive devices, receiving a jail term of three months and 22 days.
These supporters, including Olivia Lutaaya, Rashid Segujja, and others, admitted guilt before the GCM, chaired by Brig. Gen. Freeman Mugabe. Their conviction comes on charges that could have warranted much harsher penalties, including the death sentence for treachery, though the court considered their decision to plead guilty, which shortened their sentences significantly.

During Thursday’s press conference at Parliament, Minister Balaam praised the court’s balanced decision and disclosed his intention to seek presidential clemency for the convicted supporters. Explaining his stance, Balaam noted that he aims to advocate for them, especially given their young ages and family responsibilities, adding that many lack any prior criminal record.
The GCM judge emphasized that the leniency reflected the principles of justice for those who plead guilty, though the final sentencing always remains at the court’s discretion. In court were also NUP lawyers, Benjamin Katana and George Musisi, observing the proceedings as their clients received their sentences.
This case follows previous events dating back to November 2020, when some of the supporters were detained during a campaign event led by NUP leader Robert Kyagulanyi, known as Bobi Wine, in Kalangala District. The group faced charges in the military court for allegedly possessing 13 explosive devices, a restricted item reserved solely for the Uganda People’s Defence Forces (UPDF). The charges were extended to include treachery by May 2021.
Barugahara, appointed Youth Minister earlier this year, vowed to represent the interests of youth in his role, a commitment he has maintained by supporting the jailed NUP members. According to the court’s plans, hearings will resume for the remaining individuals on December 12, with nine witnesses already testifying in the case against those who pled not guilty.
