KAMPALA, Uganda — In a significant step toward bolstering Uganda’s commercial justice system, the Uganda Registration Services Bureau (URSB) unveiled its inaugural Case Digest today.
The publication aims to promote transparency, legal predictability, and efficiency in resolving business-related disputes, marking a milestone for the country’s economic and legal sectors.
The launch event, held at the URSB headquarters in Kololo, brought together key stakeholders, including members of the judiciary, legal practitioners, business leaders, and government officials. Hon. Justice Mike Chibita, the Guest of Honour, hailed the digest as a transformative tool for Uganda’s legal framework.
“This Case Digest is an indispensable resource—a practical compass guiding us toward greater clarity, efficiency, and fairness in the administration of justice, particularly in matters that drive our economy,” Justice Chibita remarked. He emphasized that the digest would serve as a critical reference for judges, lawyers, entrepreneurs, and policymakers, fostering consistency and confidence in Uganda’s legal system.
A Repository of Legal Precedents
The Case Digestcompiles decisions made by URSB Registrars in their quasi-judicial roles, covering pivotal areas such as company law, intellectual property disputes (including trademark oppositions and copyright objections), and insolvency proceedings. It also features notable court cases where URSB was involved, creating a comprehensive repository of legal precedents.
URSB Board Chairman, Rt. Hon. Amb. Canon Francis K. Butagira, described the publication as more than a mere compilation of rulings. “It is a testament to our commitment to transparency, public sensitization, and the promotion of business formalization and economic development,” he said.
Empowering Businesses and Legal Practitioners
Registrar General Ms. Mercy K. Kainobwisho highlighted the digest’s broader impact, noting its role in educating and guiding legal practitioners, businesses, and scholars. “By documenting these decisions, we are creating a knowledge base that will support the continuous evolution of our legal system,” she stated.
Ms. Caroline T. Egesa, Commissioner of Legal Services at URSB, underscored the economic benefits of the initiative. “Legal predictability is not a luxury but a prerequisite for investment, innovation, and inclusive growth,” she said. The digest is expected to reduce litigation by providing clear precedents, particularly for SMEs, innovators, and creditors navigating Uganda’s business landscape.
A Commitment to Continuous Improvement
URSB has pledged to publish the Case Digestregularly, with plans to expand its scope and enhance its utility. The bureau called on stakeholders—including government agencies, the judiciary, the private sector, and development partners—to engage with the resource and contribute to future editions.
The launch of the Case Digest signals a new era of transparency and efficiency in Uganda’s legal system, offering a foundation for stronger economic growth and a more predictable business environment.
