Kampala, Uganda — Captain Mike Mukula, the National Vice Chairman of the National Resistannce Movement (NRM) for the Eastern region, has underscored the critical importance of experience and sacrifice in shaping the leadership of the party’s Central Executive Committee (CEC).

In a compelling address, Mukula outlined the foundational principles that define the NRM’s meritocratic approach to leadership, ensuring the party remains true to its revolutionary roots.




The CEC: A Beacon of Strategic Leadership




The Central Executive Committee, described as the “brain and nerve centre” of the NRM, plays a pivotal role in guiding the party and the nation.




Mukula emphasized that CEC membership demands more than political ambition—it requires a deep understanding of the NRM’s historical mission, ideological clarity, and an unwavering commitment to Uganda’s transformation.

Why Experience Matters

Mukula highlighted four key attributes essential for CEC leadership:
1. Grassroots Mobilization: Leaders must have hands-on experience at local levels, understanding the struggles and aspirations of ordinary Ugandans.




2. Institutional Track Record: Proven competence in public service, Parliament, or the military is non-negotiable.
3. Ideological Maturity: A firm grasp of NRM’s core values, including Pan-Africanism and socio-economic transformation.
4. Crisis Management: The ability to navigate political turbulence and unify divided constituencies.

Beyond experience, Mukula stressed the enduring importance of sacrifice. He noted that the NRM was built on the sacrifices of those who fought for Uganda’s liberation, and today’s leaders must embody the same selflessness. This includes rejecting corruption, enduring political persecution, and mentoring the next generation of leaders.

Mukula reaffirmed the NRM’s structured progression system, where leaders rise through local councils, district committees, and party leagues before attaining national roles. This ensures that only tested and trusted individuals assume top positions, safeguarding the party’s integrity.




In his conclusion, Mukula warned against entrusting leadership to those driven solely by ambition or wealth. “The future of the NRM depends on leaders who have walked the long road, paid the price, and remain committed to the mission,” he declared.
