Obongi, Uganda — A 26-year-old man has raped and defiled a P4 pupil of Chinyi PS in Obongi district. The incident happened on the 7th March 2026 when Dumo Daniel forcefully entered the house where a 13-year-old girl was sleeping in Chinyi village, Parujo Parish, Palorinya subcounty, Obongi district.
Dumo raped and defiled the girl after which he killed her. Dumo Daniel, who was a South Sudanese refugee, was also killed by mob justice as he tried to escape.
The Office of the RDC Obongi led by the RDC Samuel Mpimbaza Hashaka and the ARDC Umuhoza Habiba Furaha immediately rushed to the scene and found the dead body of the rapist dumped in a garden in Keguru.
A team of CID officers led by the district CID officer Herbert Natukunda also accompanied the RDC’s office to carry out a post-mortem.
The residents of Keguru village said they decided to kill the rapist because they knew that he would be released by the police, as he had been recently arrested for stealing a motorcycle but was released.
Mr. Morjan Joseph, the father of the rapist, confirmed that his son stole his sister’s motorcycle, but the police released him even when he pleaded with them to take his son to prison, saying he should first let his son commit another crime.
The RDC Obongi, Samuel Mpimbaza Hashaka, and ARDC Umuhoza Habiba Furaha called for calm and warned against mob justice.
The RDC Obongi advised the police to always carry out quick investigations so that suspects are prosecuted to avoid mob justice.
Hashaka observed that drug abuse and alcoholism by the young people are on the increase, causing a lot of school dropouts.
The RDC thanked OPM for organizing a post-mortem of the two dead bodies by a doctor from Medical Teams International because Obongi district does not have a mortuary.
Hashaka directed the police and the UPDF to be deployed at the homes of the deceased to prevent more cases of mob justice and insecurity.
