URA Waives Penalties on Undeclared Goods Ahead of Financial Year-End

The Uganda Revenue Authority (URA) has announced a temporary waiver of penalties and fines on undeclared and falsely declared goods, offering taxpayers a final opportunity to regularize their tax obligations before the close of the 2025/2026 financial year.

The waiver, which runs until June 30, 2026, is aimed at facilitating the clearance of goods currently held in warehouses while encouraging voluntary tax compliance among importers and traders.

Speaking on the initiative, URA Commissioner General John Musinguzi said taxpayers seeking to benefit from the waiver must pay all outstanding principal taxes in full and ensure that their consignments are properly declared and cleared through Customs by the end of the day on 30th June.

“The waiver applies strictly to consignments that are declared and cleared by Customs, with fully paid taxes by the end of the day on June 30, 2026,” Musinguzi said.

To qualify, taxpayers must also submit a fully signed Request to Settle Offence (Form C35) together with a signed Compounding Agreement.

Musinguzi emphasized that the waiver is not automatic and is subject to the taxpayer’s commitment to maintain compliance with tax laws in the future. He further clarified that the initiative is limited to undeclared or falsely declared goods and does not extend to outrightly smuggled merchandise.

“Please note that this waiver is conditional upon the taxpayer’s express commitment to remain compliant in all subsequent periods,” he noted. “Furthermore, this window applies only to undeclared or falsely declared goods to Customs and strictly excludes outrightly smuggled goods.”

The move is expected to help businesses clear pending consignments, boost revenue collection, and improve tax compliance as the government prepares to close the financial year.

Taxpayers with affected consignments have been urged to take advantage of the limited-time opportunity before the June 30 deadline expires.
