The Electoral Commission (EC) has come out to issue a notice to all those contemplating to run for Parliament in the forthcoming general elections.
According to the notice released by the Commission on its official X (formerly Twitter) page on Monday, October 13, 2025, all aspirants are required to present proof of payment of a nomination fee of Uganda Shillings Three Million (UGX 3,000,000) before they can be duly nominated as Parliamentary candidates.
“Each nomination paper must be accompanied by proof of payment of a nomination fee of UGX 3,000,000, payable to the Uganda Administration through any bank authorized to collect Non-Tax Revenue (NTR),” the statement reads in part.
The Commission explained that the payment process must strictly be done through the Uganda Revenue Authority (URA) online system to ensure transparency and accountability.
How to Make the Payment
According to the EC, aspirants must follow the steps below:
1. Visit the URA website at www.ura.go.ug.
2. Scroll to the bottom left of the homepage and click the “Make a Payment” icon.
3. Select “Generate Payment Slip” (the default payment type will appear as “DT”).
4. Under Payment Category, choose “Other NTR.”
5. From the Ministry/Department/Agency dropdown, select Electoral Commission.
6. Under Sub-category, select Nomination Fees, and under Tax Head, select Parliamentary Candidate.
7. The amount UGX 3,000,000 will automatically appear.
8. Generate a Payment Registration Number (PRN) and take it to any authorized bank to make the payment.
9. After payment, present the bank-issued receipt at the EC Headquarters (Cashier’s Office) to obtain a General Receipt.
Aspirants who are unable to collect the receipt in person may present their Bank Payment Slip (with PRN) to the District Election Administrator, who will verify the transaction with EC Headquarters and issue the General Receipt.
The EC warned aspirants against making payments to any District or City Administration accounts, saying all transactions must strictly follow the prescribed procedure.
When and Where Nominations Will Be Conducted
The nomination of candidates for the 2025 Parliamentary Elections will take place on 22-23 October 2025, at the offices of the respective District and City Returning Officers across the country.
“All aspiring candidates are advised to prepare their documents early and ensure they meet all requirements before nomination day,” the Commission emphasized.
The Electoral Commission further assured the public of its commitment to conducting a transparent, fair, and efficient nomination exercise in line with Uganda’s electoral laws.
