Eng. Luwita Hands Over Office After Decades of Service in Amuru

The Amuru District Engineer’s office officially changed hands on Monday, June 16, 2025, as Eng. Raymond Luwita handed over the role after more than 25 years in government service.

The ceremony, held at the Amuru District headquarters, was presided over by Chief Administrative Officer (CAO) Mr. Charles Otai and attended by heads of departments, including the Chief Finance Officer, District Natural Resources Officer, District Community Development Officer, District Education Officer, District Water Officer, and other district staff.

Eng. Luwita, who began his public service career as a Water Officer in Gulu District before rising to District Engineer in Amuru, thanked both the political and technical leadership for their collaboration over the years. In a brief but emotional message, he noted that he leaves the role with pride and remains open to offer technical guidance where needed.




“I sincerely appreciate the support I received from the district leadership. I may be stepping out of office, but I’m still available to guide anyone who may need my help,” Eng. Luwita stated during the handover.




He officially handed over the office to Eng. Robert Arop, who served under him as a Civil Engineer and now takes over as the incoming District Engineer.

CAO Otai formally released Eng. Luwita from public service and presented him with a certificate of appreciation in recognition of his outstanding contributions to the district’s infrastructure and development agenda.

Amuru District Chairperson, Mr. Michael Lakony, praised Eng. Luwita’s commitment to service and encouraged him to remain focused in his next journey. “Be sober and focused. Don’t throw stones at every dog that barks at you. Walk your new path with strength and wisdom,” Lakony said.




Though stepping away from civil service, Eng. Luwita has declared his interest in contesting for Member of Parliament for Aruu County under the NRM party ticket, with primaries expected later this year.
