President Yoweri Kaguta Museveni issued Executive Order Number 3 in May 2023, instructing a halt to the charcoal trade and the grazing activities of Turkana pastoralists in the Karamoja region. The joint security forces, in response to these directives, conducted intensified operations against charcoal burning and the presence of Turkana pastoralists. They also regulated livestock markets and transportation routes, leading to a notable decrease in commercialized cattle raids.
The successful implementation of the presidential directives has resulted in relative peace in the Karamoja region. Elias Kasirabo, the commandant of the Anti Stock Theft Unit (ASTUs), highlighted that the creation of verification centers and the regulation of livestock movement have facilitated the identification of stolen cattle and goats. Since May, 36,179 cattle and 27,940 goats have been verified, with 128 found stolen. Furthermore, 4,019 bags of charcoal were impounded at security checkpoints, with 3,299 bags disposed of and 720 awaiting court orders for disposal.
The joint security forces not only focused on enforcement but also supported livestock traders in obtaining relevant documents such as cattle traders’ licenses. This contrasts with previous practices where purchases were made without proper guidance. Markets like Kawanat in Kotido and Ocorimongin in Katakwi, previously hotspots for selling stolen animals, have witnessed a decline in such activities.
Brig Gen Felix Busizoori, the UPDF 3rd Division Deputy Commander, noted that the direct mobilization of Karachunas contributed to collaboration between the forces and the community, fostering peace. This collaboration, coupled with the ideological training of leaders, has led to the recovery of more guns. The expulsion of Turkana Pastoralists from the region has addressed the problem of rearmament among the Karamojong, overcoming challenges faced during disarmament operations.
Simultaneously, the Mt. Moroto regional police reported a reduction in general crimes between January 2022 and November 2023. Francis Chemusto, the Mt. Moroto Regional Police Commander, attributed this decrease to enhanced community mobilization for awareness campaigns and cooperation with security forces. The usage of canine dogs has also proven successful, with 34 out of 56 registered cases between January and November 2023 being effectively managed, leading to prosecution before the courts of law. Operations against illicit gin have significantly contributed to the reduction of assault cases, previously prominent in national statistics.
