North Kyoga Region police PRO SP Jimmy Patrick Okema said the territorial police are investigating a case of assault on Adupa Ongwec Felix and Nyalo Decox Emmanuel, which occurred on July 24, 2024, at around 4:00 PM at Acii Health Center III.
It is alleged that on July 24, 2024, Hon. Olobo James Dubai and other officials from the Ministry of Local Government came from Kampala for an inspection tour of infrastructures funded under the Local Government of Amolatar District under the financial year 2023/2024, specifically Acci Health Center III.
On arrival at the facility, three men emerged from an unfinished building at the health center. Two attacked Adupa, and another assaulted Decox Emmanuel before fleeing the scene. They allegedly boarded waiting motorcycles, suggesting a planned attack.
One victim, Adupa Ongwec, identified one of the assailants as Ocen Obua Moses. The inspection team immediately reported the incident to the police.
A case of assault was registered, and the scene of the crime was visited and documented. Statements were recorded from witnesses present at the facility and others who saw or heard the suspects planning the offense. PF3 forms were issued to the victims for medical reports.
On July 29, 2024, eight suspects were apprehended to assist with the investigation:

- Tulagga Vincent
- Odongo Bashir
- Olima Said
- Opio Ambrose
- Mayanja Andrew
- Opio Joshua Alia’s Opio Abetty
A suspects’ parade was conducted, and Adupa identified Opio Joshua Alia’s Opio Abetty as his assailant. Two suspects, Waduzi Umar and Tulagga Vincent, were cleared by the complainant. The remaining suspects were seen drinking and planning the offense together at Kayago landing site.
Ocen, the alleged motorcycle rider, was arrested on July 31, 2024, but denied involvement in the assault.
One victim, Decox Emmanuel, has not yet returned the issued PF3. Adupa’s PF3 classified the injuries as harm.
According to SP Okema Jimmy Patrick, all suspects were released on police bond after providing substantial sureties. The file is yet to be submitted to the Resident State Attorney (RSA) for perusal and legal advice.
Police are still investigating the motive of the attackers.
