Members of Parliament serving on the health committee have drawn attention to the substantial medical costs incurred as a result of road traffic accidents, prompting a discussion on the utilization of proceeds from third-party insurance.
Chaired by Dr. Charles Ayume, the committee made these observations during a meeting with Henry Musasizi, the finance state minister responsible for general duties, on Tuesday, February 20, 2023, to deliberate on the allocation of Third-Party Motor Vehicle Insurance funds.
Established by an Act of Parliament in 1989, Motor Third Party insurance serves as a social protection mechanism, safeguarding all road users against third-party risks, including bodily injury and death resulting from accidents involving insured vehicles.
The Motor Vehicle Insurance premiums comprise three components: insurance premium, stamp duty, and VAT, as outlined by Minister Musasizi. He highlighted that approximately 47% of the income generated from motor third party insurance contributes to the consolidated fund as tax revenue, financing government programs. The remaining portion is allocated to settling claims for injuries and deaths, alongside other operational expenses and tax obligations like corporate tax.
Recognizing the severity of road accidents, Cabinet recently devised road safety measures to combat the escalating number of incidents claiming lives across the country. Minister of ICT and National Guidance, Chris Baryomunsi, outlined Cabinet’s resolve to tackle road accidents through enhanced enforcement, regulation, and management of road transport services. Additionally, measures include heightened road safety sensitization, better coordination of safety efforts, and strengthening traffic and road safety legislation.
A report compiled by the Police Traffic and Road Safety Directorate revealed alarming statistics: between December 23, 2022, and December 26, 2022, the country witnessed 206 road crashes, resulting in 47 fatalities, 95 serious accidents, and 64 minor incidents.
In response to these tragedies, it becomes imperative to disseminate crucial road safety tips to mitigate accident risks:
- Adhere to specified speed limits for better control and reaction time.
- Avoid distractions like phone usage while driving to stay focused on the road.
- Ensure vehicle maintenance and routine checks to keep it in optimal condition.
- Motorcyclists and passengers should wear helmets and protective gear at all times.
- Respect traffic signals, signs, and road markings to facilitate smoother traffic flow.
- Maintain a safe distance from the vehicle in front to allow for sudden stops.
- Utilize working lights and indicators to communicate intentions effectively.
- Exercise caution around pedestrians, especially in busy areas or near crossings.
- Adjust driving behavior according to weather conditions, such as rain or fog.
- Never drive under the influence of alcohol or drugs, as it impairs judgment and reaction time.
