Three senior officials of Gulu University have been arrested by Obongi police over alleged ghost projects in Obongi district.

The three officials, Dr. Primo Adoye, the project administrator, Jude Rutabingwa, the site engineer, and Ivan Abaho, an aquaculture specialist and technical advisor, were arrested on Wednesday.

Gulu University received approximately one billion shillings earlier this year to construct fish ponds, toilets, and a waste management facility at Obongi Town Council market under the Development Response to Displacement Impact Project (DRDIP). However, none of the projects has been completed despite the university receiving 100% of the funds.

A case of causing financial loss to the government has been opened under GEF: 13/2023 and another one under GEF: 16/2023, with a CRB case number registered at Obongi Central Police Station, already in place as CRB: 200/2023.

The Office of the Prime Minister recommended Gulu University to Obongi district to implement projects under DRDIP.

The three officials are expected to be charged with corruption and other related offenses.
