KITGUM, Uganda – The Uganda People’s Defence Forces (UPDF) regrets the accidental killing of two civilians in Kitgum District on the night of 28 August 2025, at around 11:19 p.m.
According to Capt. Edrin Mawanda, the Public Information Officer of the 5th Infantry Division, the incident occurred at Kitleng Detach, Namukora Sub-County, where two soldiers deployed to safeguard a community-protected kraal shot and killed two individuals near the main entry point.
The soldiers, who were on duty securing livestock, suspected the victims to be Karimojong warriors attempting to drive away two bulls believed to have come from the Lapenyi farmland area. Unfortunately, this suspicion was mistaken. Community leaders later confirmed in the morning that the two civilians were intoxicated, had lost their way to the protected kraal, and were moving during curfew hours.
The deceased have been identified as:
Mr. Obutu Joseph, a 50-year-old resident of Mangeyi Village, Panyum Melong Parish, Omia Nyima Sub-County, Kitgum District.
Mr. Opira Richard, a 42-year-old resident of Amoyo Kol Village, Pella Parish, Omia Anyima Sub-County, Kitgum District.
The Commander of the 5th Infantry Division, Maj. Gen. Keith Katungi, is in close contact with the bereaved families to support burial arrangements and conveys his heartfelt condolences.
The UPDF appeals to the community to cooperate with security personnel by adhering to existing bylaws and avoiding restricted areas during curfew hours. The Force reaffirms its commitment to safeguarding the lives and property of all Ugandans.
