The absence of Buganda’s top leadership from President Yoweri Museveni’s two-day cultural leaders’ conference at State House Entebbe has sparked public debate over the kingdom’s representation at the high-level meeting.

Kabaka Ronald Muwenda Mutebi II and Katikkiro Charles Peter Mayiga were notably absent from the conference, which began on Wednesday, November 4, 2026, bringing together traditional leaders from different parts of Uganda to discuss national unity, development and the role of cultural institutions in the country.

The meeting, convened by President Museveni, attracted several cultural leaders, including the Omukama of Tooro, who attended discussions aimed at strengthening cooperation between traditional institutions and the government.

However, Buganda’s absence stood out, particularly given the kingdom’s historical and political significance in Uganda.

Reports indicate that Katikkiro Mayiga was unable to attend because he was engaged in official kingdom assignments in the Ssese Islands.

The situation was reportedly complicated by the unavailability of his two deputies, who were also occupied with previously scheduled activities within the Buganda Kingdom.

This reportedly left Mengo without a sufficiently senior official available to represent the Katikkiro at the State House gathering.

Although these explanations point to scheduling challenges rather than an outright rejection of the presidential invitation, the absence has generated questions about Buganda’s engagement with the government and its participation in national cultural discussions.

Buganda remains one of Uganda’s most influential traditional institutions, with a significant historical, cultural and social influence extending beyond the kingdom’s geographical boundaries.

Relations between the central government and Mengo have also attracted public attention over the years, particularly on matters concerning land, cultural property, federal demands and the relationship between traditional institutions and political leadership.

The absence of the Kabaka and Katikkiro is therefore likely to attract attention beyond the immediate explanations surrounding their schedules.

However, there is no publicly established evidence from the information provided that Buganda deliberately boycotted the conference or that its absence was intended as a political statement against Museveni’s administration.

The conference comes at a time when discussions about national unity, cultural identity and cooperation between traditional institutions and the government remain important in Uganda’s political landscape.

Whether the absence of Buganda’s senior leadership will have any implications for future engagements between State House and Mengo remains to be seen.
