Gen Muhoozi Meets PLU Leaders Kabanda, Mawanda and Twalla as MK Fund Is Launched

KAPCHORWA, Uganda — The Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba, who also serves as the Chairman of the Patriotic League of Uganda (PLU), on 10th March  2026, met with senior PLU leaders to discuss mobilisation efforts and the progress of the organisation’s activities.

The meeting was attended by PLU Secretary General Daudi Kabanda, Director of Mobilisation Michael Mawanda, and Hon. Twalla Fadil, the PLU Coordinator for Kapchorwa District.

During the meeting, Gen Muhoozi thanked the leaders for their commitment and applauded them for the successful recent elections as well as their outstanding work during the Tukopamoja campaign. He urged them to maintain momentum and intensify grassroots mobilisation efforts to further strengthen the activities of the Patriotic League of Uganda.

Later the same day, Gen Muhoozi presided over the inaugural meeting of the MK Fund Board of Trustees held in Fort Portal.

Speaking during the meeting, Gen Muhoozi said the MK Fund is intended to complement existing government initiatives such as the Parish Development Model (PDM) by supporting vulnerable segments of society, particularly urban youth.

As the Chairman of the Board of Trustees, Gen Muhoozi explained that the board will provide strategic direction and oversight for the fund. A review committee will also be established to assess and evaluate applications from individuals seeking financial support.

Members of the Board of Trustees include Dr Jane Ruth Aceng, the Minister of Health; Frank Tumwebaze, the Minister of Agriculture; Edwin Karugire, who serves as the board secretary; and Andrew Mwenda, a veteran journalist.

The MK Fund will provide seed grants to young entrepreneurs with innovative business ideas in commercial agriculture, local manufacturing, and information and communication technology (ICT).

According to Gen Muhoozi, each successful applicant will receive up to Shs 1 million in cash, and the grants will not require repayment.

“The only payback will be the success of the recipient,” Gen Muhoozi said.

Applications will be submitted through a dedicated website, where details of eligibility requirements and application procedures will be provided.

The fund will start with Shs 1 billion, and the board plans to explore additional ways of expanding the fund so that it can support more beneficiaries.

The MK Fund will also ensure gender and regional balance, with at least 30 percent of the grants reserved for women.

A small secretariat will be established to manage applications, evaluate candidates, and monitor the progress of businesses established by beneficiaries.
