Government Delays Report on NSSF Probe Findings

On October 25, 2023, the Minister of Gender, Labour and Social Development, Hon. Betty Amongi, informed the House that the action taken report on the National Social Security Fund (NSSF) investigation is not yet available.

In January 2023, Parliament formed a select committee to investigate the NSSF in response to allegations of mismanagement. Subsequently, a report was presented and approved in March 2023. The parliamentary resolution outlined four components for action, which involved the Auditor General, Ministry of Finance, Planning and Economic Development, Ministry of Gender, and the Inspector General of Government (IGG).




Minister Amongi was expected to present the action taken report during a plenary sitting on October 25, 2023. However, she explained that this was not possible because the IGG had released only partial findings. Amongi stated, “They [IGG] have requested that they be given time to carry out some of the parliamentary resolutions, such as lifestyle audits and related aspects.”




She also mentioned that the Auditor General had not yet concluded their work on any of the resolutions, and their work was ongoing. The Director of Public Prosecution informed that the matter referred to them by Parliament was still under investigation by the Criminal Investigations Division.




Furthermore, Amongi stated, “The Ministry of Finance has written to me, requesting that NSSF undertakes the implementation of issues under the Ministry.” She emphasized that the Ministry of Gender is coordinating with other Ministries, Departments, and Agencies, noting that most of the issues referred to her Ministry had already been addressed in the IGG’s report.
