Gulu’s Deputy RDC, Okidi James, has provided an account of his monitoring of the census in five sub-counties: Owoo, Bungatira, Patiko, Awach, and Paicho, respectively. All the administrative units he visited encountered difficulties in logging CAPI machines/gadgets, leading to poor coverage of households by the affected enumerators.

He also thanked the technical team for their quick response when contacted for help, stated Gulu DRDC Cosmas. We hope to achieve success on the second day, May 11th, 2024, Saturday.




Today, planners and M&E Supervisors from UBOs conducted an extensive field activity to address errors on various CAPI machines, along with other issues. Several observations were made during this process. Some issues arose from enumerators’ inability to think creatively, such as utilizing the “add new household” buttons when faced with malfunctioning maps.




Additionally, there were instances where enumerators failed to proceed to the field due to one member encountering a problem, resulting in others unnecessarily staying behind. One particularly concerning case involved an enumerator remaining idle at the sub-county headquarters while waiting for a friend.




Despite these challenges, the DITO and planner diligently addressed technical issues, enabling enumerators to commence their work. However, it’s worth noting that at the two district border points of Gulu and Amuru, locals informed them that the LC3 of both locations suspended enumeration until further administrative intervention. “We are handling this administratively to confirm if it’s a fact and shall give updates,” said Okidi.

Okidi extended his gratitude to all technical officers and area leaders who raised concerns on the ground and patiently awaited the team’s arrival to address them. “Friday was challenging, but as a district, we worked together. Bravo, everyone,” said Okidi.
