The High Court has denied bail to prominent lawyer and politician Erias Lukwago, citing the absence of a medical report from prison authorities confirming that his health condition cannot be adequately managed while in custody.
In a ruling delivered on Thursday, July 30, 2026, David Matovu dismissed Lukwago’s bail application, stating that although he had met most of the legal requirements for release, he failed to provide a medical assessment from the prison medical officer.
Lukwago, who serves as chairman of the People’s Front for Freedom (PFF) and is part of the legal team representing Kizza Besigye, had presented medical documents indicating that he suffers from chronic health conditions requiring specialized treatment, including care that may not be available within Uganda.
However, Justice Matovu ruled that the court first needed confirmation from prison authorities that the required treatment could not be provided at Luzira Maximum Security Prison before considering his release on medical grounds.
The judge directed that the criminal proceedings against Lukwago be fast-tracked, meaning the case should proceed without unnecessary delays while he remains in custody.
The decision has sparked criticism from some members of the public and opposition supporters, who argue that Lukwago’s deteriorating health warrants his immediate release.

“I’m not surprised that Judge David Matovu has denied Erias Lukwago bail. It was evident from the way he handled the application that he would never grant Lukwago bail. Uganda’s Judiciary has reached a point of no return.”
The ruling has intensified debate over the handling of high-profile political cases in Uganda, with supporters maintaining that Lukwago’s health remains at risk while government authorities insist that legal procedures must be followed.
