The Kirundo Subcounty LC3 Chairperson, Geoffrey Nvuyekure, is facing significant challenges in delivering services due to the departure of three councilors who accepted private jobs outside Kisoro District.
The departed councilors, who also served as executive members, include Alfred Nduhimbaze (Vice Chairperson and Rutaka Parish Councilor), Grace Ragaba (Secretary for Production and Youth Councilor), and Agnes Nyiramahooro (Women’s League Representative and Kasharara Parish Councilor).
Their absence has severely impacted the subcounty’s operations, leaving Chairperson Nvuyekure to shoulder the entire executive burden.
“Currently, the subcounty is operating in a near-paralyzed state,” Nvuyekure lamented. “Implementing subcounty policies, overseeing administration, managing staff and resources, coordinating departments, and providing basic services has become extremely difficult with the limited executive.”
Compounding the issue is a severe shortage of technical staff, including parish chiefs, typists, office attendants, and health assistants.
“Kirundo Subcounty is operating by the grace of God,” Nvuyekure continued. “We have been neglected by the ruling government. The staffing is inadequate, and we lack a police station. To make matters worse, the departure of three executive members has left me alone. The RDC, DCO, LC5, and every district office is aware of our problems, but our requests have been ignored.”
Kisoro District Assistant District Administrative Officer, Manasi Rukundo, expressed surprise at the situation, stating that the district was unaware of these issues.
“We have not received any reports from the local leaders,” Rukundo explained. “The LC3 Chairperson, Subcounty Chief, and Parish Chiefs should have informed us. We urge local leaders to utilize the district offices effectively to address public concerns.
