Maj. Gen. Felix Busizoori: The Commander Who Helped Bridge Relations Between the Army and the Karimojong

The Karamoja region is currently experiencing significant development following the restoration of relative peace.

To those who lived through the gunfire and insecurity of the early 2000s, the mere mention of “Karamoja” would once have evoked fear and resistance. But today, what was once considered an unfriendly and volatile region has transformed into a symbol of peace and progress. The government has constructed tarmac roads, extended electricity, piped water, and is overseeing the construction of a trillion-shilling clinker plant.

These achievements did not happen by chance. A number of key factors contributed to the change—chief among them, the tireless efforts of various commanders in the Uganda People’s Defence Forces (UPDF). These include Maj. Gen. Felix Busizoori, Maj. Gen. Don Nabasa, Maj. Gen. Richard Otto, Maj. Gen. Dick Olum, Maj. Gen. Nakibus Lakara, Maj. Gen. Joseph Balikudembe, Maj. Gen. Wilberforce, and others.

Among them, Maj. Gen. Felix Busizoori stands out for his unique ability to connect with the people of Karamoja. He successfully changed the mindset of hardened Karimojong warriors, helping them see the UPDF not as enemies, but as brothers whose mission was peace.

While serving as Deputy Commander of the UPDF’s 3rd Division—before his transfer to the 4th Division in Gulu—Maj. Gen. Busizoori spearheaded outreach campaigns urging Karimojong rustlers to surrender their firearms and prioritize education for their children.

At first, many doubted that his approach would yield results. However, it soon became clear that it was the most effective method, earning appreciation from civilians and local leaders alike.

Today, UPDF-managed health facilities in Karamoja are filled with civilian patients—a stark contrast to the past, when no civilian would dare enter an army barracks seeking services.

Despite his contributions, Maj. Gen. Busizoori is now facing what many consider an unfair smear campaign. Some media outlets have accused him of meddling in youth elections—even while he is reportedly outside the country.

On Wednesday, an online news site published an article claiming that Maj. Gen. Busizoori interfered in the youth elections in favor of a particular candidate. The report has sparked public backlash in both Gulu and Karamoja, where locals who know the general personally have come to his defense.

Simone Angela from Moroto described the media attack as a malicious attempt to tarnish the general’s image before appointing authorities.

“That write-up should be dismissed by the public. That’s not the Maj. Gen. Busizoori we know—the man who brought sanity to Karamoja,” she said.

Mr. William Omoya from Gulu also questioned why Maj. Gen. Busizoori, of all people, was being painted as a corrupt officer involved in youth politics.

“When I read the article, I just laughed and said, ‘People really don’t know who they’re accusing,’” he remarked.
